The National Flash Flood Safety Association exists to promote life -saving capability through advocacy, education, certification, and most importantly, the development and promotion of the commercial Flash Flood Code (FFC).
The genesis of the NFFSA follows a path blazed by commercial fire code which was highly instrumental in requiring many of the safety applications that have become the accepted standard.

Individuals who have been tragically affected by flash flood incidents. They serve as important guards of purpose, direction, and intent. Additionally, many hail from technologically complex fields and offer invaluable consultation.

Professionals with extensive experience in public safety, threat mitigation, code enforcement, and complex safety systems. They have backgrounds in Emergency Management, Aerospace, Military, Nuclear Energy, Police, Fire, and Oil and Gas.

Insurance industry leaders and underwriter representatives who maintain an influential position to advance important safety initiatives through underwriting and policy requirements.

Having served in the US Army and as an Austin Police Officer, Joe brings a work ethic and 'can-do' attitude that can rival anyone's. Joe has dedicated his life to serving his community and now applies his skills to keeping people safe with innovative flash flood solutions.

We advance safety by maintaining and promoting the Flash Flood Code (FFC) to civil servants, public officials, businesses, legislators, and the public through research, workshops, consultation, certification, and inspection.
NFFSA is focused on establishing standards of performance in warning systems, not solutions or methods. NFFSA welcomes dialogue with solution providers and technical consultants however, this involvement is focused only on ensuring technical and financial feasibility, not code development.
Flood risk varies with topography and location. Flash Floods in challenging topographies exhibit higher risk and require time critical solutions. NFFSA will develop, endorse, and promote warning solutions capable of high performance in these challenging environments. The flash flood warning space will greatly benefit from the establishment and inspection of performance standards.
This code is under development. Fire code has blazed a path that flood code will follow. Many of the requirements are similar however sensor requirements are adapted for flash flood detection.
The qualification communicates that a particular solution meets stringent NFFSA standards. Upon qualification, beneficiaries may display the NFFSA certification logo and communicate this status on insurance applications and to the public. Certification must be maintained through ongoing compliance, inspections, and reporting.
